WFM - Canada organized the March 7 civil society consultation in Ottawa. ABSTRACT: This one-day NGO-Government roundtable discussion was designed to advance efforts to take up and implement the report of the International Commission on Intervention and State Sovereignty (ICISS), entitled The Responsibility to Protect (R2P).

The roundtable discussion focusing on Canada’s defence effort will complement three meetings held earlier this year:

(1) UN peace operations: exploring the SHIRBRIG’s potential for protection of Civilians (sponsored by Liu Centre, UBC and Centre for Global Studies, University of Victoria);

(2) Norm development and strategies to advance a political and legal framework for R2P (co-sponsored by Project Ploughshares and World Federalists);

(3) International NGO strategies and contributions toward operationalizing the concept of the Responsibility to Protect (co-sponsored by Project Ploughshares and World Federalists).

The ICISS report has identified international military intervention as a necessary measure of last resort. National and multinational defence reforms will be needed to prevent and stop genocide and mass ethnic cleansing. The report, as well as the experience of the past decade, speaks to the need to plan and prepare for such operations.

The international community is not adequately prepared to prevent or curtail "the next Rwanda." International peace and protection operations will be required in the years ahead. Canada will want to contribute. How can Canadian Defence Forces be better prepared?

The Peace Operations Working Group of the Canadian Peacebuilding Coordinating Committee hosted a one-day symposium to discuss ways to build on current efforts, in order to better equip Canada to contribute to protection operations in the years ahead.

Among the various issues discussed were:
- the inclusion of protection operations as a defence priority;
- identifying reliable partners and mechanisms for cooperation;
- the development of doctrine and training;
- coordination between Canadian Forces and civilian elements;
- coordination between Canadian Forces and other parts of the government of Canada;
- steps to enhance the rapid deployment capability of Canadian Forces; and
- other personnel and equipment requirements.
